事前提出が必要な資料は主に3つ

DV-2019の1月面接から求められるようになった、面接資料の事前提出ですが、今回、当選者のお客様から依頼を受けて、実際に事前提出を行ってみました。スマホさえあれば出来る手続きで、それほど難しい物ではありませんがいくつかの注意点も含めて詳細に手順を説明してみます。

今後グリーンカード取得手続きを行われる方は、資料の事前提出の参考にしてみてください。

事前提出の通知内容全文

まず、KCC（ケンタッキーコンシュラーセンター）からメールで送られてくる、通知内容の全文を確認しましょう。下記の内容が実際に送られてきたメールの全文で、現状では日本語訳も記載されています。（個人情報は削除しています）

In order to continue processing your case, you must submit electronic copies of the documents below in .jpeg or.pdf format to kccdvdocuments@state.gov.  Use your case number as the subject of the email. The maximum email size is 30MB.  If the total size of your attachments is larger than 30MB, send multiple emails using your case number as the subject of each email. Please send your documents for KCC review only after you have collected all of the required documents for yourself and all accompanying family members.  Send documents only to the kccdvdocuments@state.gov email address; for any document processing questions use the kccdv@state.gov email address.
Documents photographed or scanned with a mobile phone are acceptable, but every document must be fully legible.  Illegible or incomplete documents must be re-submitted and will delay processing of your case.
All documents not in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified translations.The translation must include a statement signed by the translator that states that the translation is accurate and the translator is competent to translate.
You will take original or certified copies of all documents you submit to KCC to your visa interview at the U.S. embassy or consulate.  Submit the same documents to KCC that you will take to your visa interview.  Any differences between the documents you submit electronically to KCC and the originals you present at your visa interview could cause delays in processing or refusal of your visa application.
Do not mail paper documents to KCC.  Any paper documents sent to KCC will be destroyed.

Documents Required for All Applicants:
·         Copy of passport biodata page (no translation required)
·         Birth certificate
·         Military records for any applicant who has previously served in the military
·         Police certificates for applicants 16 years of age or older from all required countries (Japanese police certificates are sealed.� If the seal is broken, the certificate is no longer valid.� Send a scanned copy of the envelope to KCC)
·         If you have been convicted of a crime, a certified copy of each court record and any prison record
Collect and submit your documents promptly.  Your case will not be scheduled for a visa interview at a U.S. embassy or consulate until KCC has received and processed all required documents.  Missing or illegible documents will delay processing of your case.  Diversity visas are numerically limited and there is no guarantee a visa will be available.  Only a consular officer can determine, at the time of the visa interview, if you are qualified to receive a Diversity Visa.

書類は、写真メール、または携帯でスキャンしたものでも結構です。ただし、全ての書類が必ず判読できるようにしてください。判読出来ない書類や、不完全な書類は再提出を求められ、手続きに遅延が生じますのでご注意ください。
提出する書類が英語でない場合、またビザ申請をする国の公用語が英語以外の場合は訳者がサインした英訳を必ず添付してください。訳者は、英語訳が正確であること、両言語に精通していることを書いた上で、サインをしてください。
ＫＣＣに提出する全ての書類の原本、または発行機関の認証を受けた書類を、米国大使館・総領事館での面接の際に持参してください。面接に持参する書類を必ずＫＣＣにも提出して下さい。ＫＣＣにメールで提出した書類と、面接の際に提出した原本が異なる場合、手続きに遅延が生じる場合や、ビザ申請自体が却下になる場合もあります。
書類は絶対にＫＣＣに郵送しないでください。ＫＣＣに郵便で送られた書類は処分されます。
必要書類の詳細に関しては、国務省の移民多様化プログラムのウエブページをご参照ください。
全ての申請者に必要な書類：
·         パスポートの写真が貼られているページのコピー（英訳は必要ありません）
·         出生証明書
·         軍隊に所属したことがある申請者は、軍務・除隊記録
·         １６歳以上の申請者は、該当する全ての国からの警察証明書
(日本の警察証明書は開封無効です。封筒のコピーをスキャンして送ってください。)
·         有罪判決を受けたことがある場合は、裁判記録、拘置記録の証明書
速やかに必要書類を集めて提出しましょう：KCCが全ての必要書類を受領し手続きを完了するまでは米国大使館・総領事館でのビザ面接は設定されません。不足書類や読めない書類があった場合には遅延が生じます。ＤＶビザは発給数に限りがあり、必ず発給されるという保障はありません。ＤＶビザ申請の発給可否は、面接する領事のみが審査することが出来ます。書類提出に関してのご質問は kccdv@state.govにて受け付けています。電話の場合、KCCの番号は606-526-7500になります。 (7:30 a.m. until 4:00 p.m. 東部標準時間).

上記の内容で通知が届きます。事前提出が必要な資料としては、軍務歴（日本の場合自衛隊勤務がこれにあたります）や有罪判決を受けていなければ、パスポートの写真ページ、戸籍抄本、警察証明書の3つとなります。

パスポートの撮影はイメージしやすいと思いますので、今回は省略しますが、戸籍抄本と警察証明を撮影し、実際に提出した写真が下の物です。（個人情報はモザイク処理しています）

出生証明書は戸籍抄本を取得して、その内容を英文に翻訳します。今回は戸籍抄本の翻訳依頼もいただき、グリーンカードジェーピーで翻訳資料を作成しました。用紙が白いため、背景には肌色に近いものを使っています。翻訳と合わせて原本も撮影します。文字が可読出来るようにピンぼけや影にならないよう出来るだけ鮮明に撮影します。特殊な機材や光源を準備しなくてもスマホだけで十分撮影可能です。

東京の場合は警視庁から警察証明書を発行してもらいます。この封筒の中に警察証明書が入っていますが、開封厳禁なので表、裏の写真を撮影します。背景には白い用紙を使って、この場合も文字や印章が可読出来るよう確認し、ピンぼけや影に気を付けて撮影しました。

一度で送る事ができるデータは30MBまでなので、デジタル写真のデータサイズを出来るだけ小さくしたいので、背景には無地を使いました。資料の判別についてもエラーを避けるため、背景は無地を使うことをおすすめします。

撮影した写真をメールに添付してKCCに送る

今回撮影したのは役所で取得した戸籍抄本、その翻訳、パスポートの写真ページ、警察証明書の封筒（表、裏）を家族二名分で合計10枚でした。尚、撮影にはiPhoneXを使用しました。画像のデータサイズ確認は撮影した写真をパソコンに転送して確認したところ、一枚あたりのデータサイズは1.7MBから2.9MBくらいで、10枚まとめても20MB程度なので一度で送る事が出来る範囲です。

家族が多いと数回に分けて送ることになると思います。今回も検証のために2回に分けて送ってみました。その手順を解説します。

まずメールを新規作成しますが、この時使うメールの送信元はDS-260で登録したアドレスを必ず使うようにしてください。

送信先はkccdvdocuments@state.govとします。タイトルにはご自身のケースナンバー（DV-2019の場合2019AS××××××××の番号です）を入力します。メールの本文は空の状態で撮影した資料の写真を添付します。今回は家族一名5枚を2回に分けてメールを作成し送信しました。

正常に送信されていれば、すぐに下記のような自動返信が送られてきます。（個人情報は削除しています）

内容は、あなたのメールを受領して資料を処理中です。KCCDVDocuments@state.gov のアドレスはDV申請の手続きに必要な資料の送信用に使用します。DVに関する問い合わせは、ケースナンバー、使命、生年月日を記載の上、KCCDV@state.govに送ってください。というもので、事前提出通知の内容の一部を引用したものです。

この受領通知が受信できていれば、あとは面接の決定通知を待つだけ。健康診断結果は有効期限があるので、面接の数日前に受けるようにしますが、それ以外で準備しなければならない資料も面接に向けて取得や作成を進めましょう！
